1982 mercury 40hp water pump replaced and now wont go into gear

I am new to working on boats and just replaced the water pump, put it back together and now it wont shift into forward or reverse from the control box. I dropped it and put it back up 3 times with no luck does anyonehave any ideas of how to remedy this. and I am also looking for a exploded view of this. I did notice after putting it up the second time that there was a hard plastic like spacer that must slide on the shaft and also a soft rubber piece that must also slide on there as they both have the spline on themjust wondering what order them are supposed to go.
Everytnig worked fine before taking it apart. Please help
