Missing steady increase of speed!!

I bought a 2010 Mercury 25 HP 4-stroke last year. The year went fine with no problems. I pulled it back out yesterday, hooked up the ears and it started on the third try. It idoled great but when I put it in forward it started normal and then missed a big part of the steady increase in speed. It then jumped from slow forward to wide open. Why would this motor be missing the steady increase? Any knowledge on this would be great!

Put it in the water. On the muffs there is no water pressure on the prop and no boat to push. Might not be any problem at all.
