I have had this 40 hp mercury on a pontoon boat for two years, it runs great, good idle, good acceleration and wot. It is always hard to start when cold. It starts good when warm. I have checked the fuel primer valve and it seems to work fine electrically and manually. I have clear 1/8 in. fuel line from the fuel primer valve to both carbs so you can see the fuel only goes to the bottom carb. and not the top. I have removed and checked the fuel lines and primer ports and no blockage found. I have replaced the fuel bulb from the tank because it would not pump up hard. No changes. What am I missing?
