1978 Mercury 800 Low RPM (Max 2,500)

I have had a couple of issues with this motor lately. First, I was stalling when increasing the throttle from idle to high speed. i could get it to go high speed by slamming it from idle to WOT then backing off. I pulled the carbs and cleaned everything out. I got everything back together and took it out for a trial run and am now having another issue. When throttling up the engine will not run above 2,500RPM.

Any idea where to start to look? I have a shop manual and am trying to go thru it but see anything that catches my eye. Am I correct in saying the High Speed Jets are not adjustable? I had to take them out to remove the carbs so is there a change I FUBAR'd that?

It has run beautifully up until the last few weeks. In idle it runs great as well.

Figured out the low throttle issue. It seems when reinstalling either I forgot to attach or the linkage attaching the 2 carbs was off. The bottom carb throttle plate was not opening.

Now for a sea trial to see if the stalling issue has been corrected.
