Bad Stator or maybe other eletrical issue?

Hello,

I have a 2003 Merc 40hp 2stroke, 3 Carb, 3 Cyl.

Issues: Starts and idles ok ( stays idling ), acceleration to 3000rpm is rough and seems to be miss firing and or chugging slightly until 3000rpm then it runs smooth as butter to WOT. When I back off the throttle and hit 3000rpm or so it instantly runs rough and seems to chug or sputter until I get below 2000rpm. It does it every time like clock work. I tap the choke while its doing it and it bogs as normal.

Have spark, compression 120psi on all 3. Carbs were cleaned, fuel line replaced, vent inspected, new fuel filter, carb cleaner ( to make sure ), new plugs. Didn't make a difference at all.

Because it is so consistent, it seems to me like an electrical issue. Anyone else had this problem? or have any idea what it could be?
