Mercury 1984 Blue Band 80hp Outboard

I have been having problems lately with a loss of power which has now resulted in not being able to start the engine. Cruising along at 5500rpms it drops to 3000rpms then after a bit kicks back to full throttle but the other day it dropped to 3000rpms and then stalled. Now it wont kick over. Anyone have any ideas on what could be the problem?

Just so you are aware, the 84 color accents were brown. 1983 was the last year for the blue and there were several styles of blue from 72 - 83

yeah you are right it looks like a 1980 model. If anyone has any ideas about the above problem let me know. cheers
