1970 Mercury Model 400 worth restoring?

I've got a 1969 Starcraft aluminum hull with a 1970 Merc Model 400 outboard (2 stroke, 2 cylinder) that we decommissioned about 12 years ago. Does anyone think it would be worth the time and money to try and get the boat running and turn it into a small fishing boat? The engine was still running when we stopped using the boat. A carb rebuild, fuel pump kit, new plugs, and possibly a water pump should be all that are needed to get it running again. The interior is pretty rotten, so I would like to replace all of the decking and convert the helm into a center console. I know the lower unit is in good shape because we rebuilt all of the gears a few years before we stopped running the boat. Any thoughts from someone who has tackled a small boat restoration would be appreciated.
