1978 Mercury Blueband - Question on choke

Hi guys,

Just brought my first boat with motor and we just tested it out and got it running, im just a wee confused on the choke, I would assume that choke would be up fully to be engaged and down to be off. but when we have choke up the little box which has the spinning disc closes so fuel doesnt leak anywhere inside cowling area whilst if its down the spinning disc just flicks fuel around.

Sorry if that doesnt make sense...I can take photos of area Im speaking off if no one understands

Yes pictures would help. HP of motor would help as well. The inline 4/6 motors of that vintage had two choke chutters that closed over the carb throats.
