1000 mercury kiekhafer 1964 runs fine with muffs on but when put in water stalls out

I've replaced diaphrams, had linkage adjusted and recently rebuilt foot any ideas what problem might be?????

The low speed needles should be 1 1/2 turns out to start and with engine running in water
adjust them one at a time to achieve smooth acceleration. Might be 1 3/4 turns.
How's the spark? Have you set the points?

The spark is good, no I haven't set points, I need to find a manual I'll try these things.

Compression is the first thing I would check.
If you don't have that. everything else means nothing. .02

compression is good on all cylinders avg about 126 seems like idle is to high because shifts hard then dies.

Good idle on the hose and dying in the water is often caused by too lean idle mixture.

Make sure the carbs are clean, adjust idle mix on the hose to best idle PLUS and additional 1/4 turn out. That should get you close enough to get in gear on the water where you should readjust to best idle,, again, best idle PLUS enough more for crisp acceleration, often almost an additional 1/8 turn out.
