trim will go up but wont go down

I have a 94 mariner mag 200 efi. the trim goes up fine but it does not go down, on any of the 3 trim switches on this boat.It does not sound like it is making contact in the down position. I ran it yesterday and it worked fine until I loaded it up and then I trimmed it up to put the transom saveron. It is trimmed up so far now I cant get the cowl off. Help me brethren.

There should be a relief screw on the drivers side of the transom bracket that will allow the engine bleed down. I doubt I have a picture of it.
