2 stroke engine run out of oil

I ran my 2002 mercury 2 stoke 115 hp engine until it had no oil at all. In retrospect the alarm that kept sounding under the dash should have alerted me. Did I seaze the engine? Ive added oil and it does not even try to turn over. Got any advise? when it died, it just stalled out a few times, I re-started it maybe 3 times and then when it stalled out, and I turned the key to restart, it did nothing, like would happen if it had an electircal issue. did I ruin the engine? does it turn itself off when it runs out of oil?

Pull the spark plugs and see it you can turn the flywheel with your hand. If not you seized it...

I didn't remove the spark plugs but the fly wheel does turn. What does that mean?
