1979 mercury 9.8 out board

i have a 1979 mercury 9.8 outboard iv been having some problems with it will not go full throttle in forward but will in reverse it will sometimes die at lower rpms and its very slow in reverse any idea's???

What is the condition of the carbs and fuel delivery system?
Lack of power can be many things. Check;
Compression
Spark
Fuel Pump
Float
Needle and Seat
The service manuals are invaluable for dealing with Mercury engines.
