40 HP Mariner by Yamaha Fouling plug in upper cylinder

My 1989 Mariner 40 is fouling the upper cylinder with gas---The motor will start good, run at full throttle but misfires occasionally. It will idle briefly (roughly) and then stall out. If I pull plugs, the bottom is always clean and the top plug is wet with gas. I have cleaned the carburetor, checked the float, replaced the spark plugs, checked the spark(good in both cylinders) , adjusted idle settings. I have researched problem on every online forum I can find. It looks like the next step is to pull the reed valves--but I have no fuel mist blowing out of the carburetor. I am stalling on removing and checking reed valves---does anyone have any other things I should consider---or shed any light on the problem???
