1989 60 hrs water pump question

I have 1989 60 hrs mariner and it had a intermittent water stream when running in idle. I changed the water pump impeller and it is still doing the same thing. It does have a good stream when going forward and reverse. Am I missing something? Should it have a steady stream of water when idling?

Try poking a wire in there or hitting with an air blow gun. Bugs like to build nests in these things.

Yes it should have a steady stream when idling unless it is one of the wierd bypass motors.

How would I know if it is a bypass motor?
