what height to mount outboard?

I have the engine off my boat repairing the transom. While I am building the transom, I need to decide if I need to built the splash guard taller than it was. I thought the motor was mounted pretty low on the boat, so I was deciding if I needed to mount it to sit higher.

I heard that the "plate" that sits horizontal right above the prop should be even with the lowest part of the hull when the engine is in the down position. Is this my guage to look for a correct mount? I have a 16ft fiberglass boat, and a merc 80-hp bluestripe motor. Before i removed the motor, I am pretty sure the "plate" was about 3-4 inches below the lowest point of the hull and I thought that did not seem correct. But i thought since i am rebuilding the transom I should make it the correct height for the motor I have to sit correctly.
