2005 Mercury 60 hp stalling

I have a 2005 Mercury 60 hp that stalls and won't start when I tilt the motor up for shallow water. The motor has to lowered back to level position to restart?

Some motors have a mercury switch in them, which prevents you from starting them while tilted. Prevents you from starting it with the waterpump out of the water.

is also hard for the motor to start when the gas is running out of the carb, instead of into the intake manifold.
