9.9 mariner recondition

I picked up that little 1996 9.9 remote control, ser # 0G119661 the compression is 118/120, with a electric start no plugs n WOT for the test, that seams fine and the charging system seams good ,it runs fine in a tank, and runs with out a battery being conneted, and has a .8 volt pick up at 1500 rpm or so, how ever the pea stream looks a bit week and ill be replacing the impeller ,and the cover has 2, 2 inch holes cut into it, i was told it was to let in more air and was done because of a service bulletin , im not buying that sounds like it has a cooling problem and one know any thing about a service Bulletin of this sort

well i pulled the UL and found a cupped impeller and replaced it but need to pick up a new gasket befor i test it , think ill replace the thermostat to just cause, the PO said it has has the impeller changed last year , i am glad i make it a habit not to take peoples word for things and investagate for my self
