98 mariner 115 timing question

Hi all,
I am going to attempt to adjust my timing today. I have the light, all the tools and the manual. It seems pretty straight forward. My question is when you crank the engine, does someone turn the key while I check the number? What about when I have to put at it full throttle for the second adjustment?

I understand what adjustments need to be made, I just want some clarification on the right process to correctly set the timing.

Normally you would remove all spark plugs but #1. Install them into their leads and Tape their bases together and ground 'em. Now turn the key to run and use a jumper to energize the starter solenoid. Set idle timing and then max timing, with the motor not running.
