Mercury 175 XR2 SPORTJET Hard starting, no start

So I was thinking this summer I'd be on my recently purchased Jet boat.. How wrong I was, I rebuilt the powerhead Mercury 175 XR2, I can only get it fire up for a few seconds If I either spray a little starter fluid in the carbs, or Hold down the manual prime button and crank, while also manually opening the throttle plate. I've checked for fuel @ The pump and its there, decent flow not spraying out but seems decent enough for a carb, I've opened all 3 carbs bowls and the floats aren't stuck, any ideas?

(I used a 115 Block for rebuild, With 115 Carbs Everything else is from a 175)

Another thing is Water is coming out of what looks like the oil bleed line on the carb, I dont know if thats a good or a bad thing. I don't believe water is getting into the carb as I usually start it up with out water connected, I only plan to run it for a minute once it's good through the hose on.
