Can anybody out there tell me if the "throttle opener" should rotate when the throttle is opened or closed?
What is happening is when throttle is applied the throttle is opening like it should, but when the throttle is closed the opener is "spinning" which does not close the throttle as it should. This makes the engine rev when in neutral and throws off the way the carb opens when throtle is applied the next time.
It looks like there is a 10mm bolt that would seem to tighten the opener to the throttle drum. I'm just not sure if that is in fact the case. It also looks like you would need a really short socket to hold the bolt head.
