1968 Mercury 1000 OB looses power at full throttle

Just purchased this boat, and though the engine starts fine and sounds good it sounds like it is sucking air at full throttle. I tired gently accelerating to get the boat up on plane but even at about at 1/3 throttle it sounds like the engine is over-revving and/or sucking air.

Any suggestions on what can be checked is appreciated.

A side question:... The engine is on a 16 foot Glastron Avalon. I was told that the boat should top out at about 32 knots. Question is, is this boat powerfull enough to pull 1 skier?

I'm having a similar problem but to your side question, These engines are amazing. Just look up some youtube videos. Search merc 1000 to see for yourself how powerful these engines really are.
