2000 Mercury 9.9hp 2 stroke -- Water not coming out of pee hole very fast

Just replaced water pump gaskets and impeller. Can feel suction coming from water tube but is shooting out of the engin in a trickle. I cannot shoot air or water throught water tube to other end. I have pulled the water tube from the leg and is clear.

Suggestions? Is thier some sort of thermostat that is preventing me shoot air through?
