I have a 2003 150 mercury efi saltwater series outboard. When I trying to plane the boat the engine does fine until I get to about 2800 rpms then it starts bogging down or cutting out. Have cleaned the carb, fuel pump, filter and put a flow pressure test on it and cant find the problem. Can it be a electrical problem.
