1998 15 hp mercury on a 14ft Jon boat. The motor has started to not won't to start in neutral. I have to pull choke start it and go full throttle. Seems to run fine fast but chokes off as you start going slow or at nuetral. I have new plugs, new gas. I always use a fuel conditioner. Any advice on what might be causing this?
