1983 mercury 150hp black max fuse location

[1983Ranger]

I have no power to engine. Have new battery. Is there a master fuse under the engine cover, or do the circuit breakers control power to the engine? There are 2 circuit breakers and I don't know the amperage of them so if anyone knows that would also help.

Should be a 20 amp fuse in a holder near the switchboxes and solenoid.
