1963 mercury 1000 no spark at plug

i have a 1963 mercury 1000 that wont produce spark in the plug. took off one of the two wires going to the distributor and that had light to little spark. think it could be the stator. tested that while i was turning it over, my multimeter read 4VDC. I read somewhere that it should be over 400vdc. coils tested good and so did the points. is my stator bad?????

That motor has 2 sets of points inside the distributor housing and the only thing the stator does is provide voltage to charge the battery.
Here are the manual's instructions on setting the points
