1977 mercury 75 7.5 hp will not pump fuel

I have a 77 mercury 7.5 hp that was given to me. It needed a new switch box on it to get it running. However, when i got it running, it would not pump fuel on its own. We rebuilt the carbuerator and fuel pump, bought a new tank and hose, and put a new connector on hose. Im positive that i do not have any leaks in the lines or carbuerator. When you pump the primer, gas will run out of the overflow. THe motor will crank and run great until the fuel runs out of the carbuerator bowl, then it will go dead unless you pump for fuel into it with the primer. As long as you pump fuel to it with the primer it will run. Any suggestions, could it be internal such as reed valves or compression?

Is the vent screw open on the fuel tank, its generally on top of the cap.
