1975 ish 7.5hp Mercury Thunderbolt choke valve shutter question

Hello, I just recently got a 7.5hp Mercury Thunderbolt. The serial number is 3804990. Im thinking it?s from the mid 70's. My question is in regards to the choke shutter. I noticed it disassembles into two parts held with two screws. I also noticed it has a spring in the middle that might act as a shutter function. The carb that I have only closes the shutter half way when the choke is engaged. I'm thinking the previous owner attempted to assemble the carb. Why is that spring there and what is is its purpose? Should it open a certain way when the choke is engaged or should it just open the shutter fully and close fully? I am going to install a carb kit. Any help would be greatly appreciated. Thanks
