Mercury 402 fuel pump

First time post folks.

I have a friend that got a heck of a deal on an older merc, 402. Before the purchase the motor was turned over and almost started (kicks, good spark, excellent compression, but didnt fire completely). I noticed the following:

1. Gas was definitely entering the crankcase/cylinders
2. The gas then was draining into the lower end
3. I could not get solid pressure on the pump bulb

So.. hoping it wasnt the fuel pump, I tore down the carb and cleaned all parts (very dirty). Assembled and the problem still existed. I then suspected the problem to be the fuel pump.

Tore into the fule pump and noticed that some "brilliant" person did the following:

1. Removed the diaphram and all gaskets
2. Put the fuel pump back together using blue goo
3. Managed to get the blue goo all through the valves of the fuel pump and carb bowl

I am guessing the gas problem has been found?

A replacement fuel filter has been ordered and not having a service manual handy a have some basic questions.

How does the diaphram fit in conjunction with gaskets: It looks like two gaskets and one diaphram:

Gasket (crankcase)-diaphram-gasket (fuel pump)?

Is there anything I should be concerned about on the crankcase side of the fuel pump area now? Anything fall out?
