Mercury 1996 125 hp

Hi,I have a 1996 merc 2 stroke 125 hp (4 cyl).I did start the motor and couple min after stop and never start again,i was trouble shuting and i find the RPM limiter ground the ignition i unplug the limiter and the motor start like nothing happens.how i know if the limiter is not good or may something else is afecting the ignition,timing in the motor is ok.thanks Marcelo.
