Leak thru poppet valve weep hole

1998 mercury 150 2stroke carb.
Finished my rebuild, got it running, only thing wrong is a leak from a hole where the poppet valve is. Opened it back up and everything looks fine. Does the poppet valve have to actually go thru the hole in the block or does it just set against the seal? Diaphram issue?

More than likely the diaphragm is rotted or salt corrosion has built up arround the outer sealing groove of the diaphragm.
