service bulletin 91-35 understanding

1998 merc 150. 2 litre 2 stroke

in the middle of my rebuild, and saw in a mercury manual that you need to "Remove idle stabilizer/advance module, install idle stabilizer and reset timing.
Refer to Service Bulletin 91-35." what is this module that needs to be removed and what does it exactly need to be replaced with?

If your engine has one, it retards/advances timing by changing resistance to bias circuit in powerpack. That bulletin tells you to remove to combo module and use only the idle module. This has been updated several times and best advice is to remove it completely and set timing at 22? which will be 20? running. The Xr2/Xr4/Xr6 and 200 hp only have these as the standard 150 usually just had a idle stabilizer.....
