Mercury Throttle & Shifter Problems

I have a 91 15 hp mercury 2 stroke it is stuck in reverse and will not go to neutral also since it is stuck in reverse the prop spins freely. Anyone have any ideas. Thanks

i had similar trouble with my 94 25 mariner,if it is a tiller the cable ball was forced out of groove channel,my brother in law took cap with 3 screws off that holds forward and reverse cable wound around a two groove drum.and re connected them.
