modified poppet valve???

I went to check out a pair of mid 80s 150hp black max engines. They both had what looked to me like the poppet valve was cut in half.( Imagine the sideways 8, the smaller circle of the 8 looks like it was cut out) Anyone have any thoughts?? Would this be a deal breaker, the guys wants 1k per outboard.

by the way I am under the impression they were cut because the external poppet cover has a two slits perpendicular to the ground when viewed standing behind the engine.

Thats how they came from factory as they used up early parts stock.

That is how my 1985 mariner 150 looks. Now if I could just get it to run well at low rpm's.
