vro oiler 75 hp. mariner

i got a 1993 75 mariner that runs very well, but i notice its always oily at the bottom of power head, at the vro oil pump, no lines leaking that ive found,thinking it mite be from the shaft that hooks to the throttle linkage, and how can i disconnect the vro without worry or damage to the engine or should i buy the kit to do this
