no thermostats, no poppet valve

1981 mercury 200. i took it out yesterday and noticed no water coming from exhaust relief ports. i took it apart today and noticed someone removed the thermostats and the poppet valve on this engine. shouldnt i get water out of the exhaust ports? with the hose on i get steady stream of water out of the prop...shouldnt i put tstats and valve in?

Sounds like someone trying an easy way out of an over heating problem. Yes those parts should be in there.
