Idle Circuit on HP 115 Mariner 1996

Can somebody explain what the Idle Circuit is on a 115 HP Mariner? Is it an electrical circuit or device?

Neither, it is a passage in the carb body which the fuel is withdrawn from bowl with a idle tube and air (thru a metering device ie:needle or fixed jet) are mixed and intruduced behind the throttle plates thru the idle discharge ports.
