2001 Mercury 60hp Bigfoot won't rev past 3400 rpms

Hey Guys, first of all, thanks in advance for all of the help and useful info on this site.

I am having issues with my 60 Mercury Bigfoot 2 stroke (non EFI) on my pontoon. It ran great for most of the season last year, and started acting up at the end of the season. At the start of the season this year, I took it out, and here are the symptoms and things i have checked....

-Runs fine at idle, and will start pretty easily
-Will go from idle to "in gear" fine, but does not have the "out of hole" power that it did before.
-Will rev to around 3000 rpm at max idle
-Will rev to around 3000-3400 rpm at WOT in gear
-Have checked all linkage, everything seems correct.
-At WOT all three carbs seem to be at wide open position, and timing seems to be advancing correctly
-I have checked and set both the idle and WOT timing according to the manual.
-I have completely removed the fuel tank, and 100% drained and filled with fresh fuel
-Flushed all fuel lines with fresh fuel.
-Replaced both the canister type filter at tank, and the inline filter at motor.
-Ran with "portable" gas tank with same results.
-Replaced plugs with new NGK plugs as specified in manual
-Removed carbs and removed carb bowls, all seemed normal and clean
-Does not hesitate, or seem to miss, unless the miss is so consistent I don't even notice it, but only seems to run as if it is at about 60% power.

Any info or things to try would be appreciated.
