1964 mercury 500 starting/idling problems

Hello everyone. I have a 64 merc 500 that is very hard to start, to where i use a second tank and squirt fuel in the carbs, when it does finally start, it will only stay running with the throttle lever 3/4 way up any less and it dies. while it is running the engine makes a power surge and blows smokes out each time. i rebuilt the carbs. it didnt help any. i wanted to do a link and sync but i found that there is no decal. does this sound like a fuel problem or electrical? i have compression 115 each cylinder, i have spark jump on each wire, new plugs. my squeeze bulb stays firm. sometimes when i squeeze the bulb after its firm i see a little fuel dripping from the carb inside. any ideas anyone? thanks
