I have a 2000 Mercury 30 HP 4-stroke outboard that had not been cranked in 4-5 years due to the previous owner's death. It cranks and idles fine and accellerates fine out of the water with flush muff in use. When I put it in the water it will not go above 3200 rpm. I have changed the spark plugs, fuel filter, fuel line/primer bulb and cleaned the carburetors. What next?
