1980 mercury 140 hp throttles not open all the way

I recently puchased a boat with 1980 140 hp mercury L6 in it. Was recently rebuilt top to bottom by a local shop. They unfortunately forgot to lock the primary pickup screw and idle cam (which i found two hours out of town). Did the timing, realigned the idle markers and boat runs good now, however i notice the throttle plates never fully open. I have adjusted the arm for the plates but when throttle fully open the pivoting cam does not stroke far enough to fully open the plates. The main throttle lever is on the final stop so its not the throotle stop position, does the small linkage rod that connects the throtlle arm to the cam need to be bent slightly to help reach end of cam? Or is this an issue that does not need to be corrected.
