rotary steering

I have searched and found no answer, plz help. I have come to the conclusion that my steering cable needs to be replaced.how do I get it loose from the steering wheel? I finally think that I have the motor end started to come out but I cant figure out the other end to save my life. I removed the safty pin but cant get it to budge.
