Starter Rope - 1970 Merc Mariner 200

Hello everyone, I have a 1970 Merc Mariner 200. Just last week the starter rope broke on me and I am struggline to replace it. I have the new rope but am having difficulty taking the piece off that covers the wheel which holds the rope. As you can probably tell, I am not at all boat motor literate but thought I could handle this one myself. I have managed to remove all of the bolts but one in the back of the motor which seems inaccessible. If anyone could offer any asssistance I would greatly appreciate it. I apologize if this is confusing, I am unfamiliar with the correct terms so I am kind of making them up as I go.

could you take us a few pictures, it would help us out a little more with what your trying to describe... thanks :)
