I Have A 1994 Mercury 2-stroke That Has A Rough Idle That Only Gets Better When You Bump The Choke It Doesnt Matter If It Is Warm Or Cold.also Once You Reach Max Rpms (5,200) It Runs Great Until You Hit A Good Sized Wake And Then The Rpms Rise And Fall Even With The Throttle Wide Open.and Then It Will Finally Fall To 3,000 Rpms And Stays There-it Is Running Smooth It Just Wont Get Above 3,000 Rpms.

Just a guess on my part. But your engine may be shutting back to 3000 rpm in an effort to save itself. I'm assuming that after an engine restart you can get it back above 3000 again. If you're hitting wakes at full throttle, the prop is likely coming out of the water far enough to at least cavitate badly if not exit the water altogether and create the overspeed, or increase in RPM. Lower the trim or slow down a little before you hit a large wake and see if the same thing happens.

I'm thinking intermittent ignition system connection for the rpm fluctuating problem.

On the rough idle, try opening the idle mixtures a 1/4 turn.
