Steering cable question for '92 Mercury 200HP

There is an arm that attaches to the end of the steering cable that attaches to the arm that steers the motor. I have way too much play where thay connect and it looks loose. Appears to be a bolt that joins them together. Does that have a nut that tightens them up, or is it some kind of bushing?

Rack and Pinnion

Theres a bolt that goes through and binds the cables in the metal sleeve. There's an aluminum molded piece that actually holds the cables in place. The bolt goes through the metal sleeve, threads through the aluminum mold, and tightens with a nut on the bottom. If you have slack it needs to be inspected.

What's that engine on? 200HP go fast, minumum safe steering is dual rack.
