2001 25hp Mercury ELPT - Shifter Stuck?

Hello to all, and thanks in advance for anything you can help with.


I have a 25hp Merc that has been flawless up to know. I noticed that I had left the throttle/shifter in the F position when I trailered it last, and I was going to turn it back, but it seems to be stuck. I don't want to force it and cause any damage. Is there something else I need to do to get it to release? Raise or lower the motor or something with the shallow water lever?
