40HP Mariner shift linkage

I am working on a 1983 Mariner 40HP, 40EL model. The lower shift linkage pulls out of the top of the gearcase. It looks as if there is a keeper pin that is sheared off at the bottom that is supposed to keep it from coming out of the gearcase. Obviously the motor is stuck in reverse.
Is there a way to repair this, or does this lower unit have to be replaced?
This motor is very hard to find parts for.
Info on the engine is this:
1984 Mariner 40EL

the pinion gear ..... they tend to go once in a while, .... no you don't need to replace the lower unit, but you would nee to take it apart to replace ....
