I have a 1987 Mariner 9.9 and was curious. I've heard that the only difference between a 9.9 and 15 hp is the carburator. Is this true and if so will it bolt up to my 9.9? Also, is electric start available for the 9.9?

If you go to; http://www.mercurypartsexpress.com, type in your serial number and zipcode you can look at the parts lists, for my early 90's 15 Mariner it shows the carb and pistons are both different. One way to tell if you can add electric start is to look at the outside edge of your flywheel, does it have gear teeth for a starter to engage? If it does you could add a starter, check the parts lists.
