1992 Mercury 175EFI Blowing fuse

We have a 1992 175EFI that normally runs like new. After cruising along and hitting some rough water, the motor died. The problem was traced to a 20amp fuse in the motor, and when it was replaced the motor ran fine. Rough water was encountered again and the fuse popped. Replacing the fuse does not fix the problem now. Every time the key is turned the fuse pops. Any ideas?

I would start by checking the temp. sensor for short to ground, mine did the same thing and my temp.sensor (alarm) had come loose after bouncing around and was shorting to ground. I was only able to find this by unhooking the power to the temp. sensor.
