2001 Mercury 90 horse won't run

I have a 2001 Mercury 90 horse that won't run. I've cleaned and rebuilt the carburetors. I've got good spark I've got good compression the float bowls are filling up with fuel but the fuel is not being burned. As long as I'm putting gas into the carburetors the motor wants to start but it will not pull the gas from the float bowls into the carburetor so that the engine will run has anybody have any idea as to why that would happen thanks

Check for intake manifold leak, activate and check choke or enrichment system

How strong is the spark? How are you checking it? At the end of the plug or the end of a screwdriver? A friend had similar happen - replaced the spark plugs and all was good.
